Welsh Prisoners in the Prison Estate

This was the title of an inquiry by the Welsh Affairs Committee at Westminster. Its terms of reference were:

Terms of Reference

‘The experience of Welsh people held within the prison estate, as remand prisoners and as sentenced prisoners’

(i) Specifically including the experiences of:
a. young offenders (males aged 18-21)
b. juveniles (aged under 18)
c. women
d. prisoners from north and mid Wales

(ii) Prison provision in England for prisoners from Wales

(iii) Prison provision in Wales

(iv) Provision in prison through the medium of Welsh, in Welsh prisons and in English prisons

(v) Other prison regimes and alternatives and how they might be modified and applied in Wales

(vi) Closed and open prisons

(vii) Obligations under the Human Rights Act with regard to location, gender, language etc

With particular regard to women in prisons (and the fact that there is no women's prison anyhere in Wales) the WAC supported the recommendations of the Corston Report of March 2007:
