Water...

Could an independent Wales sell water to England? And what are your views on Water flowing in rivers out of Wales and into England (i.e. the Severn and Wye)? Does it belong to England once it reaches their side of the border?

And I've notice the Severn-Trent English water region makes quite an in-road into the Cambrian mountains in Central Wales, obviously to have control of the source of the rivers, should this be allowed or not?
