Does anybody have any definitive information on the way Welsh Medium education is funded visavis EM?

I understand that the Assembly makes no distinction when allocating money to the LEAs, apart from a grant of about £20 pa for the extra cost of Welsh language materials.

What happens once the money gets to the LAs is a bit mysterious, and I would be very grateful if someone could explain it to me.
